Ukraine is intensifying diplomacy with an international grouping dubbed the “Coalition of the Willing” as leaders seek a stopping point to Russia’s war. Kyiv has reportedly prepared a revised peace proposal and engaged in wide-ranging shuttle diplomacy to rally backing from key European partners and the United States.
President Volodymyr Zelenskyy will take part in a virtual meeting of roughly 30 countries convened by the UK and France to discuss postwar security guarantees and measures “to prevent a recurrence of Russian aggression.” The session aims to craft security arrangements that could serve as an alternative to a US peace proposal that many European officials view as tilted toward Russian demands.
Earlier in the week, Zelenskyy met in London with the leaders of the UK, France and Germany as part of the E3’s effort to secure stronger guarantees for Ukraine in any settlement. French President Emmanuel Macron and UK Prime Minister Keir Starmer are expected to join the upcoming video call.
US President Donald Trump said he had discussed Ukraine with UK, French and German leaders “in pretty strong words” and indicated a possible meeting in Europe over the coming weekend. When asked whether Zelenskyy would attend, Mr. Trump replied, “With Zelenskyy and us.” Washington and its European partners are trying to reconcile differing proposals amid heightened tensions over the US’s new National Security Strategy and its tone toward Europe.
Zelenskyy has been reworking the US plan to make it acceptable to Kyiv and to Europe. He said he expected to send a reworked proposal to US negotiators by Wednesday, though officials have not publicly confirmed its delivery. Ukrainian and European officials insist any deal must include durable, long-term security guarantees for Ukraine.
The Coalition meeting has been cast as urgent. Zelenskyy said the week “may bring news for all of us — and for bringing the bloodshed to an end.” Its outcome could determine whether partner nations present a united front in talks with Moscow and will shape the next diplomatic steps toward ending the conflict.
