Greece is a major entry route into the European Union for people fleeing conflict and poverty across the Middle East, Africa and Asia, and fatal incidents at sea are common. The short but perilous crossings from Turkey to nearby Greek islands — often made in dinghies or small, overcrowded boats in poor conditions — were once the predominant route until tighter patrols and alleged pushbacks reduced attempts.
In recent months, authorities say arrivals from Libya to Crete have increased. Officials have not yet determined where the capsized boat originated.
A multinational search effort is under way, involving a Frontex vessel and aircraft, a Greek Coast Guard helicopter and three merchant ships assisting in the operation.
