Why preparatory meetings decide COP outcomes

The public impression of a COP is of two weeks in which the world's governments argue and then agree. The reality is closer to the opposite: most of a COP outcome is negotiated in the months beforehand, at meetings like this one, and the summit resolves the residue under deadline pressure.

The value of the deadline is real — it forces resolution of disputes that would otherwise persist indefinitely. But the substance is largely settled before delegates arrive.

What "implementation" is code for

The shift in language from ambition to implementation reflects where the process has arrived. The framework exists. Targets have been set. What has not happened is delivery.

The implementation agenda covers the unglamorous machinery on which everything else depends:

  • Finance — whether pledged funds actually flow, and on what terms.
  • Measurement and reporting, without which commitments cannot be verified.
  • Adaptation support for countries dealing with impacts now rather than in 2050.
  • Technology transfer arrangements.

The number that frames everything

Emissions must fall roughly 43% by 2030 against 2019 to stay consistent with 1.5°C. On current unconditional pledges, warming could reach 2.8°C.

Every implementation discussion is ultimately about closing that gap, and every finance discussion is about who pays to close it.

The adaptation case, made this week

The argument for adaptation finance rarely gets a clearer illustration than the past seven days provided: more than 1,280 dead in Nepal after a glacier collapse where warning signs had been visible, 12 killed by Algerian wildfires, and Spain matching its September heat record.

Adaptation has historically been the poorer relation to mitigation in climate finance — less measurable, less attractive to donors, and harder to attribute results to.

What Baku is for

Establishing which disputes can be resolved before Antalya and which must be left for the summit. That division, made this week, will shape what COP31 is able to deliver in November.
