The United Nations has proposed an "action plan" for crisis-hit Cuba, which involves tracking fuel use, amid talks with the US to allow energy resources for humanitarian aid, an official said on Wednesday. A $94.1-million (€81.4-million) plan was proposed to keep critical services running for the country's most vulnerable, said Francisco Pichon, the UN coordinator in Cuba.
